Government has said that the new Local Unitary Councils must combine at least 2 existing Councils and have more than 200,000 people to get new efficiencies of scale.

For Dunedin that means an Otago/Southland Super Council.

Many Mayors and Councillors want to keep the existing Councils so they can keep their jobs.
