
What electricity lines company Aurora [currently owned by DCC] ‘can earn’ means what profit margin is allowed by the Commerce Commission for Aurora to charge customers.
This electricity cost to the consumer is set by the Commerce Commission and not by whoever owns the lines company.

Is there a way that instead of sell Aurora completely, selling part of the company and keeping the major share for the council would work both ways 1. cut down DCC cost by part sale . 2 Keep money coming to the DCC. thought dividends i know they are big debt , some return is better that none

This option has been tested but does not work for several reasons.
Current Aurora management is part of the problem that only a complete sale will sort.
Any top bidder for Aurora will not want the complications of split ownership.
The intention is to reinvest a very good sale of Aurora to get real returns annually form a safer more certain diversified investment fund…
